Bilkent University is the first and leading private university in Turkey, distinguished by its high private university in Turkey, distinguished by its high quality of education and research capabilities. In October 1986, Bilkent University admitted its first
students and currently, there are over 10,000 students, 1,230 faculty members. The medium of instruction is English. The engineering departments rank highest in the country in terms of student quality and publications by faculty.

Bilkent has been an active participant in FP6 programs, including the NEWCOM, 3DTV, EPHOTON NoEs. The Electrical Engineering Department at Bilkent with the affiliated laboratories of “The Communications and Spectrum Management Research Center” and “Bilkent University Information Networks Laboratory” is a center of excellence on wireless communications in the country. In NEWCOM++, Bilkent will be involved with the technical WPs on MIMO channel modeling, adaptive modulation and coding, iterative receivers for wireless communications, relaying and cooperation in networks, localization and positioning, scheduling and adaptive radio resource assignment, joint RRM and flexible use of radio spectrum, and in integration and dissemination activities.
