Instituto Superior Técnico – Technical University of Lisbon (IST-TUL) is the engineering faculty of TUL, Portugal, offering under-graduate and graduate degrees in almost all branches of engineering. It has roughly 8500 undergraduate students, 1500 graduate ones, and a teaching staff over 900 people, of whom more than 90 % have a Ph.D. degree, and over 600 technical and administrative staff. A significant number of R&D activities in telecommunications are concentrated in its Telecommunications Institute (IT), with a permanent research staff of 60 Ph.D., and more than 100 Ph.D. and M.Sc. students, covering almost all areas of telecommunications.

The research output of this institute is evaluated on a bi-annual basis by an independent board of international scientists,
commissioned by National Authorities; in previous evaluations, IT was awarded the classification of “Excellent”. The group of IST/TUL participating in this project has leading expertise in some areas of mobile and wireless communications, namely those in which it will participate in the project. This group has also an extensive experience in R&D projects both at national and international levels, namely in European frameworks, besides consulting work for operators, industry and regulator in Portugal.
